Consider the inclusion in the NC Constitution [1] in Article I: Declaration of Rights and look to section 5. It says
NC Constitution Article I, Sec. 5. Allegiance to the United States
Every citizen of this State owes paramount allegiance to the Constitution and government of the United States, and no law or ordinance of the State in contravention or subversion thereof can have any binding force.
In this case the term ‘thereof‘ would indicate paramount allegiance to the Constitution and government of the United States. This defines a way to nullify State Law.
It can be shown with reference to the Declaration of Independence and the 14th Amendment, that marijuana laws subvert our Right To Liberty. Especially since there is no victim. Use and distribution of marijuana does not cause any harm to others. Marijuana legalization does not violate John Stuart Mill’s Harm Principle:

Let us read again the Section 5:

No state law can subvert the US Constitution and this does subvert, concerning the General Welfare of the Rights to Life, Liberty and Pursuit of Happiness. State Marijuana laws violate our Right to Liberty.
That federal law is also in violation is a separate argument, but as the several states have legalized and regulated marijuana, this impacts the Federal Commerce Clause’s reference to the Several States., as Several States have legalized and it affects other states, if only through the black market. Therefore, the US Government MUST remove their marijuana drug laws of prohibition, in order to properly regulate legal interstate commerce.

the United States Congress shall have power "[t]o regulate Commerce with foreign Nations, and among the several States, and with the Indian Tribes."
As the federal government sets straight the legalization of Marijuana, due to the commerce of the several states, each State is able to decide whether to locally support a marijuana economic revolution.

The police are not racist, not as an organization, typically. The laws that police are paid to enforce are racist. Consider Marijuana Prohibition. Sold based on racism, enforced on the streets, where blacks are doing business, so they get arrested more. It is the Law that is racist. And Prohibition makes #GOPHypocrites as they violate our #RightToLiberty.
Remove those laws and expunge all records to gain some racial justice. A work in progress…consider what this says: The laws of Prohibition are criminal. We have criminal laws.
What does one do when the legislators passed laws that are considered criminal. Why? They violate our Right to Liberty and the 14th Amendment! So Government is a source of Criminality! The Government is Criminal.

Marijuana is a spiritual, botanical medicine, given by God. My faith demands that I “seek the kingdom within” by using Marijuana’s buzz to look deeper into my heart, guided by the Spirit, in hope of my faith. And in Christ’s name, AMEN.
Why do Republicans want to prohibit my Religious Freedom, allowing me to buy and use Marijuana, under a sensible regulatory framework? They are Hypocrites, yes?

Here is the economic recovery , for the state of North Carolina, as the economy begins to re-open. Pass legislation to legalize and regulate a Marijuana market, to employ thousands and earn taxes for state coffers. This is a no-brainer. What other economic stimulus are you thinking about?
